Instead if a BM lunch we are having one for the entire party. So my question is do we have to pay for the lunch? I am assuming we do, but I just want to clarify.

Yeah, that's what I figured. Hmmm. That's a lot of money. I wonder if there is a less expensive way to do this.
Is it rude to just invite the BP and not their SO? That would reduce the amount of people from 18 to 8, if you include the flower girl and ring bearer. Or should we not include the FG and RB?
