Bridal Shower Guest List Help!!

I was asked to put together a guest list for my bridal shower. I know people are mixed on whether or not you have to invite all the women invited to your wedding. In my past experience, I've mostly been to showers where it's basically close friends and family, not every woman invited to the wedding.

My question is...if you invited certain people to the engagement party, is it rude not to invite them to the bridal shower?

I'm trying to keep costs down for my bridal party and am concerned about there being a long guest list. I just don't know what the right thing to do is...
