I would only do one. If the rose petals get wet with bubbles they are gonna become slimy and slippery. Ewww.

I'd only have one or the other. If you are concerned that your guests don't have enough lung power to do the bubbles without it looking sparse, what about getting a bubble machine?

bubble machine in china town for $5 bucks =) Make sure buy extra because it's easy to break especially if you drop it. Also, some might not work but if you get lucky it works like a wonder!
