Cancelling Hall...

So i just called my hall to cancel and they told me i dont get my deposit back i get a credit. But the credit is minus $500 for a bookkeeping fee.

I thought the suffolk county law was you get all the $$ back except $100 if you cancel 6 months or more before the wedding?

Anyone know about this?
