Cedarmere in Roslyn - Permits?

Has anyone taken wedding photos in Cedarmere and do you know if there's someone there checking permits? We were planning to pick up a permit today for our wedding this weekend, but now I'm concerned that it will be very muddy after all the rain that's promised today. (Last time we went to check it out was a few days after rain and it was so muddy we could barely walk through in boots - so I don't know what we would do in heels!)

I'm just not very eager to spend $100 if we get there and can't make use of the location, so I'm wondering if anyone has any experience with it? I might just bite the bullet and pay for the permit just in case...
