how long does it take to change last name once you applied it to city hall?

I don't understand your question. Did you get married at city hall and change your name on your marriage license? Or did you not change your name when you got married and are applying separately to the court to change your name?

If you changed your name on your marriage license, when your marriage certificate comes, that's proof of name change. You'll have to bring that to SS and to the DMV to change it on your official documents, but it's already legally your new name as soon as you get your marriage certificate back. You have to send an original to the passport services to change your passport (they send the original back). You can just call your CC companies to change it on all your cards.
