I am considering buying little pumpkins for each table. They will have votives on them regardless though.

I am going to have some of our engagement pics in frames with small vases of flowers, scattered around the room - not necessarily on every table

That's what we are doing. We got adorable wired pumpkins from Michael's that has a candle in the middle. They are a perfect size for the cocktail hour tables. We got about 10 of them to place sporadically throughout the cocktail hour tables.

OMG! that was my original idea ...I still have a ton of them in my trunk to return since I decided on regular pumpkins!

i didnt, and honestly i couldnt even tell you what our cocktail hour tables looked like. I just didnt pay attention i guess.
