I am trying to get a general idea of how much is appropriate to ask the parents of the FG to spend. Is anywhere from $100-150 about average or is that on the expensive side?

Sadly, it's average, which I personally think is a travesty.
I got mine at Dresskids.com for $61 including tax. They were amazing to work with, so quick and answered all my questions and the quality is great! Check it out.

That seems to be the average price-its crazy though since a lot BM dresses are around that price and they are a lot more material!!

mine were 110 for size under 8 anything above 124. they are made by us angels and if you go on the website they are cheaper oh well found out too late.

There is a website called cutekiddy.com and they have flower girl dresses for $35. Which I think is alot better than the 150.

My cousin bought adorable flower girl dresses last year at Macy's right after Easter. They were about 40 each! Also the flea market has beautiful dresses that start out about 50.
