How do you make these?

I am gonna do these too, but I dont know how to make them. I saw one bride who wrapped individual tissue packets in wedding wrapping paper and put a personalized sticker on them, but I think I want to make the packs that have only 1 or 2 tissues in them

I used the same type of envelope but mine were vellum envelopes.

I made my cry packs from the Martha Steward directions. They came out nice. I'll try to take a picture (I actually did them last night). My future SIL made her's out of small florist envelopes. She printed her message on fancy paper and glued it on the envelope. They came out really cute!
