I heard of a place in the city in the fashion district - Rose something - that does custom veils.
Otherwise, these are not local, but they do completely custom veils and you can contact as many times as you like etc. They'll send you samples of the bridal illusion etc.
Phyllis of Bridal Elegance made mine. Unfortunately, I don't have a really great shot of my veil, but here are a few...

I don't know what type of cutomization you're looking for...but I wanted the lace on my veil to match the lace on my dress so we ordered extra material from the dress manufacturer and I bought a cheap veil at Tri County and the seamstress where I got my dress is putting it together for me.

Barrons in the Tri-County Flea Market will make you one. Just tell them what you want! And, they are so much cheaper than bridal shops are.
