Its more standard if u have a lot of OOT people. Otherwise its not neccessary. We did one because half our guests traveled for the wedding. but we kept it very simple.
ETA: Ours was more of a lunch as it didn't start till 130. We had it at my apartment and had cold cuts and salad and chips and served desserts my mom had made a few days before and left over wedding cake. And some other simple things. It wasn't expensive. We probably spent under $200.
