Is there someone that can call his parents and just say that you and FH know that he's not able to attend the wedding but want him to know he is thought of so is ok if the invite is sent to their house? Chances are the parents will say don't waste an invite, but this way they know he was thought of, and you don't feel guilty?
Think this is the best idea.

I would do: One invite to the parents One to the 24 year old + guest and One to the 9 year old and the guy in jail
this way, obvi he can't make it, but you are covering your bases and not insulting anyone - and also making it clear that the 24 year old gets a guest.
