Like everyone said, if you guarantee more you can get more from your RH. I wouldn't go too high though just in case. Since he was 75 and you want 125/150 maybe guaranteeing 100 is a good compromise.

i think before you guarantee any number of people you should sit down & put together a list of people that you want to invite. then determine how much your hall budget is.

sounds like the issue isn't over guaranteeing people but more over how many people you want at your wedding.
