Florist...... ?she's already charging me a $50 delivery fee, Im not sure if I need to tip. Shes delivering and arranging herself.

hmm that's a tuff one. My florist does not charge a delivery fee and all they are doing is bringing floers to the House.
My church is decorated as it is and for the reception i am using all candles.
so i am tipping 10. all the man is doing is dropping the stuff off.

I would tip the delivery guy 5-10 bucks if all he does is bring it over. I'm going to tip the 'main person' 10 for each person in the crew for setup once I get to the hall and see my CP's, etc.

If she's already charging you a fee for delivery, then you definitely should not tip her on top of that! Especially since she's the one delivering them and gets to pocket all the delivery $ anyway.

This is not always the case, with gas prices the way they are I would definitely tip her $20 bucks
