Do petal cones only go on the aisle chairs?

Do petal cones only go on the aisle chairs?

I'm assuming I need to make 2 petal cones per row, one on each side of the aisle.

Or should you have 4 per row (2 on each side of the aisle)?

We werent allowed to throw petals inside so my BMs handed out the petal cones as guests were leaving the church to throw petals and DH and I as we were walking out of the church.
