Do you guys know why?

Why was the 1 yr old taken away but not the 11 yr old?

The only thing I could think of is that an 11 y/o is old enough to say something (tell a teacher or neighbor) if they're being abused at home. But a 1 y/o can't, they're helpless.

That's just a total shot in the dark tho....

I'm thinking something similar... the 1-year old could fall/wander into the pool like the older sister did
