Like everything else about wedding planning - you don't have to do anything. If you don't want to do OOT bags then don't - I doubt anyone will be upset that they didn't get a bag or even realize that they didn't get one.

I went to a wedding two years ago and OOT bags were not given and we were OOT guests.
