Are you supposed to put a stamp on the response card envelope for the person to send back, or they stamp it themselves. Iguess that could get very expensive!

Yes, it would be considered rude not to stamp the return envelope.

You are supposed to put a stamp on the rsvp envelople. This makes it convenient for the guest to send it back without cost to them.

definitely put a stamp on the RSVP envelope.
Its supposed to make things easier for your guests to mail it back to you...but 1/2 of them will still wait until the 99th hour to mail it back even though you've already made it as simple as possible for them!!! aaahhhh, the days of waiting on response cards...
