Does anyone know what I can use to smoothly cut this Program template?

Does anyone know what I can use to smoothly cut this Program template?

Here is a picture. I am thinking of doing these but I just need to know how to cut them out.

I'd probably use a paper cutter for all the straight sides, and then use a rounded corner punch (available in scrapbooking/stamping section of craft stores) for the corners.
