I think that is entirely up to you and what you prefer. I have seen both, and in all honesty I will probably have mine put up before. Otherwise you will have your train either bunched up on the floor for the first dance or on your arm.
My train isn't long either. I plan on busling it up after first dance.
I read this question earlier today on another post, couldn't find the link but a lot of past brides did/wish they did put it up after cocktail hour, before reception. The reason being, they didn't want to trip on it during there first song. I personally don't like the look of holding it over my arm, so I plan on bustling it.
I put mine up before I walked into the reception room.
I think it is personal preference. THey told me this at my last fitting, too, but I put it up before we even went into the reception. It was annoying me.
I'm putting mine up before being announced when we enter the reception. We chose to have our first dance immediately after our announcement, after cocktail hour and right before dinner.
