Engagement Pic's- Sands Castle or Planting Fields, Westbury Gardens
Does anyone know if you have to pay if you want to go there for the professional engagement pictures at any of these places?

It depends on what you are looking for. Sands Point has more interesting archetecture (several different buildings) as well as woodland trails and beach.
Planting Fields is more formal gardens. It's very pretty. You'd have more pics with flowers in the background.
Sands Point is one of FH & my fave places to go when it's nice out and we have an afternoon free, and we had engagement pics taken there.
Edited to say not sure of Planting Fields fee, but Sands point is only the $5 parking charge per car.
