exactly how do you measure heal size?

exactly how do you measure heal size?

Do you measure it from the inside of the heal, which would make it shorter or is it from the back of the shoe down? Not quite sure what size heal I have.

I was told you measure the outside of the heel from the bottom until it meets the shoe.
