It's your wedding and you can have as many speeches as you want. You'll go over the timeline for the reception with your banquet manager, so you can schedule a speech for your dad.
If you're worried about having 3 back-to-back speeches and people getting ansty and bored, then maybe you can have your dad speak at the beginning of the entre course when everyone will be sitting down and music won't be played anyway.

First my MOH (sister) gave a speech, then the Bm and then my dad wrapped it up right before the toast and it was amazing. The whole place was crying. His words were beautiful. It is YOUR day and you can do what YOU want!! have fun!

my dad made a speech at our wedding--kind of a 'welcome' speech in the beginning of the reception.

Sure, why not? If he wants to speak, by all means. There is nothing that says only the BM can make a speech
