Depends on the favor. If it's something small like chocolates than one per couple. If it's more like a whole wine bottle then one per couple.

I couldn't vote because it depends upon the favor. We did a donation and got autism awareness magnets (1 per person) as well as wine bottles (1 per couple)

IMHO it depends on the favor....food items I think 1 per person, but wine, candles or what not 1 per couple is just fine.

If its something small I'd do one per guest- if not one per couple.
