What does it mean when a favor vendor says 'price includes set up charge' What's a set up charge, I thought they just shipped it to you. Does anyone know what that is?

Will it be wrapped when sent? mayne that's the setup charge....or if it is personalized there might be a set up fee........ what are your favors?
