They're $4...but that wasn't why I was wondering if I should do it per couple or per person...I was just thinking how many of the same wine stoppers do people have...I'll def do per couple then.
My next question would be-how do I set it up? Should I leave 1 per 2 seats on each table or give them out at the end of the reception?

You should give them out to your guests when they say goodbye to you and give you the envelope!!
as far as my favors...I am all over the place...from giving money to charity in lieu of favor to wine bottles to some mikasa stuff.....don't know yet....going to few place this weekend.....
