I have 2 guests that I've invited but I have not heard back from them at all. I don't want to include them on the final count, but what if they show up? Will the RH give me a problem on the day of?
in my opinion, if they didn't respond at all... they won't show up. i had a few none responders and they didn't show. but if you're really worried, i wouldn't include them in the final count, but just mention the situation to RH.

I would call them. Find out whats up. If they won't give you the two seconds to repsond to your invite that you payed good money for, why should you even consider including them. If they just show up at the wedding without RSVPing then thats their fault and you shouldn't be held accountable. Call them and find out. Its better that way.
I wouldn't include them in the final number. It's there own problem for not RSVPing ontime!
They will charge you for the extra guests at the end of the day. I would leave them as No's just because you may have a few no shows-if anyone ends up having an emergency-hopefully not.
If you count them in you will be charged. If you dont count them in, halls are always happy to add more. They'd be stupid not to add people.
I gave my hall a headcount that didn't include some people that showed up. No big deal at all. That night I paid for 5 extra people.
