Okay, first of all, I really thought you were going to say that she is demanding to wear a white coat to your wedding!!!
It can be anyone, but, generally, it's just the BP.

We are paying for our own RD also. We are inviting both sets of parents and grandparents (We only have 1 left each ). The entire BP plus significant others and our 2 readers. It is over 30 people and it *****

i dont think we are actually gonna have a 'dinner' we are gonna have people back to the house for stuff like heros and snacks and stuff but i can not afford a RD but i am not laying out all the money for everyone to eat a big dinner ! lol they will have enough to eat at the wedding! Lucky for me my wedding in in may so if itswarm enought we can just do it in the yard...if not well go in the house no biggie!

We're paying for ours too, but I'm really not upset about it. We are paying for everything ourselves, as our parents really aren't in the financial position to help us out. The rehearsal dinner does not have to be anything elaborate, you could even do something back at the house.

I will be feeding the fam and BP at the house (MOB) for the RH. It will be the OOT guests, BP, Parents and I guess the significant others of the BP

Yeah usually it's just the BP(and their dates) and immediate family-parents, grandparents, and siblings.

Re: fmil needs to be in a white coat
That is SOOOO annoying when people say they're going to do something, then leave you hanging.
Try to find something that's not too pricey. Just being together is the fun part. My friends did a big BBQ at their house. It was fun and casual.
