I keep it out...And I've been using the same cloves I purchased over a month ago...My mom keeps it in the fridge.
We eat it so often though, it doesn't have time to sit...
As long as it's not mushy with black spots, you can use it...And it takes a while to get to that point.

Re: Garlic
Ok, how weird is it that I was wondering this 2 nights ago. I had a bulb that I used part of a while ago. I cut a piece the other night to use and it had a green seed like thing in the middle. Not mold but I never saw a green seed in the middle of a clove. Anyway, I'm done rambling on, I threw it away. It was about a month old.

Re: Garlic
I'm actually reading a book called the Kitchen Survival guide right now and it says
'Squeeze the heads gently to make sure they are firm. Avoid heads with powdery black rust or with dried out cloves. If you have a cool kitchen, you can store garlic in a small bowl or open crock in the counter, or in the bins with your potatoes and onions. If green shoots appear, poking out from the top of the clove, it means the garlic won't be a pungent. Simply snip off the greens and discard. Garlic will keep at room temperature (in a cool, dry place) for several weeks. If you want to keep it longer, loosen the peels and place the garlic cloves in a jar of olive oil. Cover. The oil absorbs the garlic flavor and is gret for making salad dressing. Keep the oil in the refrigerator and don't worry if it turns cloudy.'

Re: Garlic
I always toss any garlic that has green sprouts shooting out.
And I keep mine in a 'garlic pot' in a kitchen cabinet.
