Garter question

I know that garters are often sold in sets of two, and I guess that is because one is the throw away garter. Do you wear both of them?

If you are not doing a garter toss, I'm assuming you just wear the one, right?

wearing both bc fh has to take off the toss garter first, i think thats how i remember it going now im confused hahaha
