I would invite all coworker without guests... they'll have each other. If they don't want to come, then fine. You're affair is smaller, you don't have to do what everyone else did.
Second, I'm inviting all of my aunts and uncles and then *some* of my cousins are on the B-list. My mom has 8 bothers and sisters and I have 30 cousins, most of whom I haven't seen in 10 years or more, so I don't feel the need to invite them. And they haven't invited me to their stuff, which is really fine with me.
Do what YOU NEED to do. People will get over it. And if they don't, well, then do you realy need them around?

We both have very big families and considering that Fh and I do not want a BIG wedding at all, this is how we did it....I asked my FMIL for a list for their whole family, she gave me a list of 150 people including family, friends and neighbors. That didn't even include my side, family and friends, etc.
So I told her ONLY first cousins from the FIL, MIL and FH are invited. Second cousins are not invited, which excluded A LOT of small children. Next, I took off the neighbors - they can see us in church. Family friends will be invited when we receive responses for people not coming. I plan to send the invites out about a few weeks earlier. So I eliminated already about 35 people...still on the count. I know about 8 or 10 people also will not be showing but we have to send the invite. Pointless but whatever. I hope this helps. I have about 25 from my side that I would invite and want there.
