I would personally go with the blunt approach. It's your wedding not hers. Just flat out tell her no unless she wants to pay for them.

it will work out.

My bridesmaid who is getting married had a similar issue with the guest list.

Her mother would like her cousins to attend the wedding and she is on a budget. So she simply explained that they could not fit them in their budget. So her mother asked what it would take and she explained that she would need to cover the cost.

If she wants her friends their and more b listers then maybe if you explain its not in the budget and she would need to pay for them she will either step up or back down.
