Rita Hazan in NYC. She does Jessica Simpson's hair and a lot of other celebrities. Highlights start at $450, I think.

I constantly color and highlight my hair, and I have a few people I have used that I really like. I now use Ruby at Ruby Salon in Great Neck because he is very reasonable. The salon is very busy and can be a little bit chaotic, but he does a great job.

If you want a more relaxed atmosphere, try Salon V on East 7th Street and Avenue A and make an appointment with Caroleena or Vernelle (the owner). They are fantastic, although too pricey for me. Caroleena did my color better than I have ever seen it done.
