What does this mean? I have magnet STDs do I need to request this 'hand cancelling' or can I just weigh them, stamp them, and dump them in a mail box...

You don't need to hand cancel your STD's. I didn't and I also had magnets.
Hand canceling is when the postmark is physically stamped on by a person instead of them running through a machine. A lot of girls (including myself) do this for the wedding invites so they don't get ruined, especially if there are crystals or anything on it.
