The only waterfront property I saw that fits in your budget for summer would be Venetian Yacht Club but I dont know the situation for a hotel. You'd have to look into that. I can tell you that we looked into a friday night summer wedding and most were 20-30 dollars more then your budget.

Look into The Historical Thatched Cottage in Centerport!Waterfront, while it's not directly near major hotels... there are some pretty close by.
I booked in 2011 and I know they have gone up in price since then... but perhaps one of the 2014 brides who just booked at TC will be willing to share their quote!

The Milleridge Cottage is awesome! about $88 per plate with their Silver Menu and $105 for Gold (difference is seafood at the cocktail hour)... not on the water, but the Viana Hotel and Spa is literally a minute and a half away, and they keep their bar open until 2am for hotel guests on weekends, and until 4am on holiday weekends!

Day weddings will be cheaper if you are willing to do that (instead of a pm wedding)

The Riviera in Massapequa were the only ones I got a quote for a June Wedding that fit your budget for a Friday night. Of course Saturday and Sunday day weddings were less expensive. I don't remember the quote they gave me because I knew I did not want a day wedding.

Thank you all so much!I know the budget is tight. But I am finding price flexibility for taking a short term date they haven't booked, so I'm looking. I love the looks of the West Sayville and Timber Point, and Chateau La Mer, but the hotel seems like it will be a problem at those. I have a huge traveling contingent.
I will post back when I book. (I am always curious how things turn out for people who post.)
