I would say that most of these odd extras are for a non-NY wedding or when you are having a wedding where you are bringing in your own caterer and everything to a party room.

For the welcome bag delivery -- most hotels do them at the front desk, especially in the event that they don't assign the rooms until check in and people may switch to a king from a double or vice versa. no charge for at the desk fees.
