Horrible News today!! Don't know what to do

I am absolutely crushed I go to Queensborough Community College. I applied into the Nursing program for early admission in the Fall. Last month I went in to check on the status because I didn't hear anything from them. They told me I was accepted to the program and they sent me a letter that I was supposed to send back to confirm my seat. I NEVER recieved this letter. I would have hand delivered it the next day. They gave my seat away because I didn't reply. I do not understand why they do not send this type of letter certified mail. I also don't understand why they did not try to reach me by email or by phone when both of those contacts were also listed on my application. I spoke to everyone at the Nursing Department and they said I would have to fill out another application and the final decisions would be made by the first week of June. I recieved my letter today and I was NOT accepted. How screwed up is that!!!!! I think this is ridiculous!!! I have a 4.0GPA. This is what I want with all my heart. Now I would have to wait a whole year to apply into the Nursing program for next Fall. I could go to a private school but I'm sure it's too late to apply into one of those programs as well at this point. Also, with all my FH's student loans I really can't afford to go to a school that's going to cost $25,000 a year. I'm sooo devastated. I don't know what to do. This is soooo wrong! Do you think I would have a case if I spoke to a lawyor???? I don't want money. I just want to get in the program.

Could they put you on a waiting list, in case someone drops the program and a seat opens up??

OMG!!! That's horrible!!
Can you appeal the decision? Explain to the head of the department what happened???
