How frequently do you replace clothing due to wear and tear?

I have a pair of 3-year's old dressy pants, where the lining has gotten worn out (but not the pants). Unfortunately, to replace the lining costs almost as much as to buy a new pair... I am leaning towards taking the lining off and wearing the unlined...
