on an 8' wall, it should be 3' up from the floor, leaving 5' on top

According to HGTV.COM, EASY2DIY.COM, and GROWINGLIFESTYLE.COM, the typical height of a chair rail is 32' up (which is less than 3') - sorry for the confusion. It does not differentiate between 8' and 9' ceilings. I think that is because a chair rail is to protect your wall from chairs scratching the wall, and a chair is standard height ...
