How low should it be?

So I've stated earlier that I can't stand my dress, it's too small, etc. MOH said to go back to the shop, try it again, and ask what they can do with it.
I think part of the reason that it's not fitting right is that because I'm only 5 feet tall, the corset ends well below where it should be (thus placing it at a wider point).
If I sit down, I'll be sitting on the bow of the corset. Is that where it should be? It seems like it can't be right. Can they shorten the bodice of a corset back dress and raise the whole dress that way?
