depends on if you are giving 1 to each couple, or 1 to each person....

How long do they take to arrive? If its quick, then wait until you have a better idea of how many attendees you'll have. Otherwise, I'd lean on the higher side, maybe take 10% off you guest list to be safe. So, 210, take off 21 = 189/2 = 95 favors. You may need less, but its hard to tell what your final count will be.
