how many programs and petal cones?

do i make one for each person or each couple?

Each couple or less. Not everyone takes those things and not everyone attends the ceremony, especially if it's on a Friday or at a different location than the reception. We had about 50 programs and ribbon wands and 186 total guests and there were plenty.
