How many rose petal cones?

....for a wedding with 160 guests? 1 per couple or 1 per person?

when I made mine for the church I made about 50 thinking that out of 150 people coming to reception thats about how much would come to church but if your ceremony is at the reception place i would make 1 per couple.

I am doing one per person, because only a small handful is going in each cone, but I am also having a small wedding, probably around 80 people, if that!!!
