How would you keep these petal cones in place? w/pic

I know if I pack enough in there they will stay standing---- but once people start to take some they will all topple over. What will keep them in place and still look good?

You can try spreay painting a green foam block (like florists use) white. You should be able to stick the petal cones in the foam.

The rose petals will add a little weight to them and it might keep them upright
