I want to send this to guests who haven't RSVP'd. What do you think.

Surprisingly, we are only missing 15 RSVPs. The majority of them are FH's relatives. FH's mother is in another world and it would be a major deal asking her to call the relatives. I was thinking of sending them this little card.

Here is what I want to send,

About a month ago, you received an invitation to our wedding.
The RSVP date has since passed and we have not heard from you.
We hope that you will be able to join us in our special day.
Even if you cannot attend, we really need to know.
Kindly send back back the RSVP card immediately.
If for some reason you no cannot locate it, please email or call us at
___________.

You are better off just calling them because if they didnt have the courtesy to respond to your wedding invite, they probably wont respond to that either

I would call them. If they didn't answer something that came in the mail (I assume the invitation was larger than a standard envelope), this being smaller it would probably just sit on a table somewhere. Call them and get their answer at that moment.

I would call too -- I know we are going to end up having to make a bunch of phone calls to FH's family.

I just don't why people don't RSVP

LOL. I was just going to suggest this. Have someone call as your 'wedding coordinator' if you guys feel uncomfortable calling.

I know its super frustrating cus its his family so someone from his side should call, but if no one will- try to get all their numbers and call yourself. Its really the best way to go about it.
