If a guest doesn't receive their thank you card, do you send another one?

I am going to send another one anyway. But, the reason they didn't get it is because they moved and never gave me the new address.

Also, I am going to have to order another sheet of wallet sized photos so that I have one to give them (after I finished my thank you's, I gave away the rest of the wallets and only kept 1 or 2 for us)

Just wondering what the consensus is on this one...
