Just making plans for pics in case it rains...anyone know if it costs money, etc. to take pics in Grand Central?

I'm going through the process right now!
It's completely free, you have to call up Suzanne at Metro-North at 212-672-1216.
She'll ask you a bunch of questions about how many photographers, time of day you expect to be there, etc., and then she'll fax the permit over to you.
