what are the rules for addressing the inner envelope?

Inner envelope is for the first names of the people you are inviting.
So the outter is MR and Mrs Whoever
Inner is Randi & Steve
it outlines exactly who is invited too, so it you write, just Randi & Steve, it indicates no one else is included in that invite...
