invitation question-please help

How do I package the invites...does the response card and direction card go on top of the invitation?? I'm confused. OR, is the first thing you see when you open the envelope the invitation, not the direction card..and response card. I'm getting conflicting answers...please help! THANK YOU!!

The response card goes on top on the direction card and invitation.

or, if you have a folder invite, you can put the response and direction inside folder.
