Invited to the Bridal Shower, But NOT the wedding???

My FSIL, was telling me that she was not invited to her best friends brothers wedding. I guess they were trying to cut corners and not invite to many people, but then she goes on and tells me that she was invited to the shower.
I found this really odd.
is this normal practice?

That happened to my girlfriend. She got an invite to a co workers bridal shower and not the wedding, no falling out nothing. Plus she was afraid that the 50 dollar gift card to fortunoff wouldn't be enough as a gift for the shower. I told her my gift would have been a book on ettiquite!
